DNR’s Permitting System Legislation. Ed Fogels, Deputy Commissioner of the Department of Natural Resources, will speak on HB77and SB26, legislation currently before the Alaska Legislature. The effort to amend the DNR’s permitting system, embodied in HB77 and SB26 in the 2013 Legislature, has encountered significant opposition. Among the features of this bill are provisions limiting applications for water reservations to federal or state agencies, authorizing general permits to be issued by DNR, and raising the threshold of interest required to be shown by individuals who file administrative appeals. The administration has consistently asserted these provisions are reasonable adjustments to existing provisions, and are necessary to provide reasonable administration of DNR’s program. Critics of these bills assert that they unduly favor developers, threaten salmon, and unduly limit public participation in appeals. 1 General CLE Credit.
