Administrative Law
The Administrative Law section meets quarterly. The section’s next meeting will be Monday, March 5, 2012, at 12 noon at the Bar office.

Administrative Appeals in Superior Court.  This meeting is an overview of the similarities and differences between the rules (and practice) applicable in Superior Court and Supreme Court, followed by a discussion of common issues and problems.  The meeting will conclude with questions from attorneys.  We hope representatives from the clerk’s office in each of the four judicial districts will be in attendance so that we can hear their unique perspectives, and learn about their differing practices.

Juneau Members:  You can attend section meetings at the Department of Law in the Dimond Courthouse (123 Fourth Street), 5th floor conference room.  Because the 5th floor is secure, access the meeting by going first to the department’s reception area on the 6th floor, opposite the main elevators. Admiralty Law

Alaska Native Law
The Alaska Native Law section will meet on Wednesday, March 14, 2012, at 12 noon at the Bar office. 

Alaska Legal Services Update.  Erick Cordero, the Director of Volunteer Services & Community Support for the Alaska Legal Services Corporation (ALSC); and Nikole Nelson, an attorney for ALSC, will provide an update on ALSC.  Mr. Cordero will describe the “Adopt a Region” pro bono project that was established by ALSC in 2011, and Ms. Nelson will talk about the issues and challenges that are currently on the front burner at ALSC.  1 General CLE Credit.

Alternative Dispute Resolution
The ADR section will not meet in March.  In lieu of the section meeting your section co-chairs and UAA/UAF instead invite you to attend the UAF Justice Department’s UAF Inter-University Alternative Dispute Resolution Cyber-Symposium being held Wednesday, March 7, 2012, 12:00 noon – 2:20 p.m.  Individuals in Anchorage may attend on the UAA Campus in the Chancellor's Conference Room, 2nd floor, Administrative/Humanities Building. Pay parking for visitors is available in the East Parking Garage.  View a campus map.  The Admin/Humanities Building is number 25 on the map in the upper right quadrant. 

Practitioners, local communities, mediator organizations, and students are invited to participate. Attendees thus far include representatives from universities and organizations around the U.S., from Canada, and from New Zealand. The program will be an informal town-hall discussion and address issues related to alternate dispute resolution, restorative practices, and therapeutic jurisprudence. If you are unable to attend the live event, the cyber-symposium will also be recorded and posted online shortly after the program.  2.5 General CLE Credits.

Appellate Law
The Appellate Law section’s next meeting will be on Thursday, March 15, 2012, at 12 noon at the Department of Law, 5th Floor Conference Room, 1031 W. 4th Avenue.  Telephone set up will also be available in Juneau and Fairbanks. 

Meet the Supreme Court Applicants. Members will hear from the candidates for the Alaska Supreme Court seat recently vacated by Justice Morgan Christen.  The applicants will be presenting from Anchorage, Juneau and Fairbanks as well as from Kenai, Homer and Palmer on their backgrounds, reasons for applying to the Court and what they believe they might add to the Court.  Due to the large number of candidates, there will be no discussion between the candidates or questions from the membership.

Bankruptcy Law  
The Bankruptcy Law section scheduled for March 27, 2012, in the U.S. Trustee’s Hearing Room has been canceled.

Business Law  
The Business Law section meets quarterly on Tuesdays at 12 noon at the office of Lane Powell, 301 W. Northern Lights Blvd., Suite 301.

Corporate Counsel
The Corporate Counsel Law section will meet on Wednesday, March 21, 2012, at 12 noon at Stoel Rives, 510 L Street, Suite 500.

Leaves of Absence and Disability Accommodations.  Managing employee absences, protected leave entitlements and requests for disability accommodation can be a challenge given the backdrop of complex and sometimes contradictory federal and state laws.  Recent statutory and regulatory changes to the ADA and FMLA require employers to address leave issues with increasing frequency and care.  Keelin Curran, a Labor & Employment partner with the Seattle office of Stoel Rives LLP, and attorney Angie Richards, Vice President of Human Resources for Katmai Government Services, will lead the discussion utilizing real-life scenarios and providing practical guidance to curb employee abuse of leave entitlements.  1 General CLE Credit.  Pizza will be served.

Elder Law
The Elder Law section is scheduled to meet on Thursday, March 22, 2012, at 12 noon in Room 1270 of the Atwood Building.

Employment Law

Environmental/Natural Resources Law

Permitting Initiative – Department of Natural Resources.  Tom Crafford, DNR Director, Office of Projet Management and Permitting, will discuss DNR’s approach and progress as one of three agencies involved in the State’s Permitting Initiative, an effort to make the state’s permitting process more efficient, timely, and certain.  1 General CLE Credit.

Estate Planning & Probate Law
The Estate Planning/Probate Law section will meet on Tuesday, March 13, 2012, at 12 noon at the Bar office.

Bankruptcy DAPTS Case Review.  Cabot Christianson of Christianson, Boutin & Spraker, and attorney for the Bankruptcy Trustee in Battley v. Mortensen et al (A09-90036-DMD), is the guest speaker.  He will discuss this case and his thoughts regarding self-settled domestic asset protection trusts (DAPTS) and the Bankruptcy Code. 1 General CLE Credit.

International Law
The International Law section will meet on Wednesday, March 14, 2012, at 12 noon at the Federal Public Defender office, 601 W. 5th Avenue, Suite 500.  Corporate Counsel Law, Business Law and New Lawyer sections are invited. 

US Foreign Corrupt Practices Act and UK Bribery Act.   Kim Walker Senior Counsel, BP America, Inc. is the guest speaker.  Ms. Walker’s work covers areas including anti-bribery/corruption and anti-money laundering and regulatory compliance.  She will discuss her work experiences in relation to violation and/or compliance with the U.S. Foreign Corrupt Practices Act and the UK Bribery Act. 1 General CLE Credit.

Law and Community Health Forum    
The Law & Community Health Forum meets every other month.  The next regularly scheduled meeting is Tuesday, March 13, 2012, at 12 noon at OPA, 900 W. 5th Avenue, 3rd Floor.

Youth Re-Entering Custody.  Assistant Attorney General Jan Rutherdale will speak telephonically to the section on youth re-entering custody and AS 47.10.080(v). Ms. Rutherdale has been with the AG’s office since 1988 in the Child Protection section.  She handles legislation issues relating to children and is chair of the Children’s’ Justice Act Task Force.  Ms. Rutherdale worked on legislation on foster care re-entry and on the regulations on the same, and will talk about practice issues with the new statute.  1 General CLE Credit.

Real Estate Law  
The Real Estate Law section will meet on Thursday, March 22, 2012, at 12 noon at the Bar office.
 

One of two topics - ASCM Survey Standards or Proposed Legislation.   The topic, depending upon surveyor travel, with either be:  1. Sentec Surveys will explain the 2011 ASCM standards for surveys and what has changed since the 2005 standards and how surveys in Alaska are affected OR  2.  Chair Joan Travostino will discuss proposed legislation on real estate issues.  1 General CLE Credit.

Social Security Disability Advocacy    
The Social Security Disability Advocacy section will meet on Monday, March 12, 2012, at 12 noon in the Bar office. 

Social Security Disability and the Quarters of Coverage History System, and Continuing Disability Reviews.  Co-chair Paul Eaglin will lead the discussion on the technical topic of quarters of coverage for disability insurance, followed by an overview of the Continuing Disability Review process, an 8-step process where the burden is on Social Security to prove the disability payment should be discontinued.  1 General CLE Credit.

Tax Law
The Tax Law section will meet on Wednesday, March 14, 2012, at 12 noon in Room 1270 the Atwood Building, 550 W. 7th Avenue.

Tax Policy and Legislation.  This meeting will feature a discussion of tax policy, concerning possible future tax legislation designed to increase revenues and balance the budget and the like.  1 CLE Credit.

Torts/Personal Injury Law

Unbundled Law    
The Unbundled Law section meets three times a year for 1.5 hours (12 noon to 1:30 p.m.).  

As soon as dates are determined there will be a replay of the 2007 CLE “Unbundled Legal Services: Creating a Profit Center Using Limited Scope Representation in Your Civil Practice.” The entire program has CLE credits  2.75 General / 1.0 Ethics.

Workers’ Comp Law
The Workers’ Comp Law section will meet on Friday, March 2, 2012, at 12 noon at the Bar office.

Alaska Workers’ Comp Appeals Commission.  Laurence Keyes, Chair of the Alaska Workers’ Compensation Appeals Commission, is the guest speaker.  He will discuss the new regulations and important decisions by the Commission.  1 General CLE Credit.
